Lots of Putti here, all clutching hammers and chisels, near the Theatre
Though I searched the net on our return from Swansea I could find nothing of the city’s hammering cherubs, or putti, as they have wings.
The winged head doesn't help explain it, nor the words under it.
The words under the head are:
THAT ALL IN GREEN SONG
IN ALL COURSES MOVE
Exactly the same character is working on the old Seamans Mission building near the pumphouse on South Dock.

And a variant on a fountain heading towards Mumbles.
OK this one may be different - perhaps the inspiration for all the others
